
As of July 11, 2025, 74.39% of Bihar’s nearly 7.90 crore electors have submitted their Enumeration Forms, marking strong progress in the ongoing Second Summary Revision (SIR) exercise. This translates to 5.87 crore forms collected within 17 days of the SIR launch on June 24.
Field officials including 38 DEOs, 963 AEROs, and staff covering all 243 Assembly Constituencies are actively supervising the work. Over 77,000 existing BLOs, 20,600 newly appointed BLOs, and a proactive force of 1.56 lakh Booth Level Agents (BLAs) from recognized political parties are contributing to the process.
Additionally, 4 lakh volunteers are assisting vulnerable groups such as the elderly, persons with disabilities, and the sick. The digitisation and uploading of forms via the BLO App and ECINet are progressing smoothly, with 3.73 crore forms already uploaded.
A new module has also been introduced in ECINet for form verification by AEROs and EROs. The last date for submitting the Enumeration Forms is July 25, 2025, and the current pace suggests the state is on track for near-total coverage.
